Q: Are these easily removed? I'm looking for something that would be suitable for putting a gift card on paper, and removing later.

These really stick--on paper products you will wind up with a tear.

Q: Can I use these for a makeup palette? To ensure the pans stay in the holes?

I would say yes. If they are larger pans, you may need to use more than one but they are pretty good. I used them to go around a frame when I stretched a canvas painting over it. They held up really well.

Q: I want to mail out folded one-sheet flyers. Would the recipients be able to open the flyers without tearing the paper? The paper is glossy.

I would think so but not sure how they would handle the mail process.
