Q: Can Wires-X be used for one to one communications? If so, how?

Kind of. You can connect node to node instead of connecting to a room with lots of nodes. Also can send text or a picture through Wires-x to an individual that is connected in the same room but currently you cannot just have it talk to an individual the same way you would with DMR private call or DStar. The fact that Fusion is still being developed and that each radio has a unique identification code makes me think that it may be added in the future as a natural progression of the technology but I am not party to Yaesu's plans so can't say for sure

Q: Can it be assumed that another interface design similar to the hri 200 can get an icom radio into that same room?

As far as I know this is strictly a Yaesu radio feature. I have not found any info that would lead me to believe that you can use this across radio brands.

Q: Anyone know if it works with the older ft-2400??

It does not work with that radio. You must pair with a wires-x mobile radio like an ftm- 100
