Q: Does this scanner have the a continual on feature, and will it sense when a bar code is present, and turn on automatically?

It does, they just don't include the barcode to turn that feature on with the manual. If you look for the NT-W6 manual, it has a barcode that will not only enable continuous scanning but also enable auto sensing.
