This is a good resource for keeping you up to date with rules of the road.

Right of Way?
It is difficult to recommend a product that in its description keeps referring to "right of way" for one vessel over another. In the rules "right of way" ONLY refers to a downbound vessel with following current in a narrow channel having right of way over an upbound vessel. Other interactions between vessels only refer to "stand on" or "give way". No one other than the above mentioned situation ever has the right of way over another.

Not enough information in the answers
I thought these were such a great idea for my wife who is new to boating. Unfortunately, the Information provided in the answers is so limited as to be useless. I had to send them back.
